Relationship with AHS

Alameda Health System: (AHS) 

In 2014, the City of Alameda Health Care District (District) entered into a Joint Powers Agreement with Alameda Health System, a health authority serving Alameda County.  Under the Joint Powers Agreement, the District continues to own property and leaseholds for all Alameda Hospital facilities and collects approximately $6 million in parcel tax annually.  Parcel tax income after District expenses goes to support of operational and some capital needs of Alameda Hospital.  Also, under the Joint Powers Agreement, AHS in turn operates and manages the Hospital and related facilities, oversees quality of care, accreditation, and financial performance of the hospital operations.  

In 2024, AHS and the District entered into an amendment to the 2014 Joint Powers Agreement which enabled the District to finance a project to meet 2030 seismic requirements and create a new 18-bed short-stay skilled nursing facility (SNF) in the existing hospital buildings, using some of the parcel tax revenue as a source of financing these projects.  

The relationship between AHS and the District is built on mutual trust and accountability.  Together the two organizations ensure that the provisions and the original tax statute are adhered to and Alameda Hospital continues to provide essential services to the community. (Link to AHS website)
