Robert Deutsch, M.D.
President
Email Dr.DeutschDr. Deutsch is a Board-certified Pulmonologist and critical care physician who has practiced in Alameda since 1980. A graduate of New York State University College of Medicine, Dr. Deutsch has held numerous leadership positions at Alameda Hospital, including serving on the Board of Trustees of the Hospital, Board of Directors of the District, and President of the Medical Staff. He is past recipient of the Alameda Hospital Kate Creedon Award for Health Care Provider of the year. He lives with his wife in Alameda and is the proud parent of two and grandfather of two.
Stewart Chen, D.C.

Email Dr. ChenDr. Stewart Chen was born and raised in Manila, Philippines. He came to the United States in 1979 and later moved to California in 1985. He and Lorie settled down in Alameda to start a family and raise their children where they have lived for the last 30 years. Through the years, Dr. Chen has been an active member of the Alameda community. In 2010, Dr. Chen ran and was successfully elected to the City of Alameda Healthcare District (Hospital Board) where he served until he was elected to the City Council. He has participated in the Alameda City-wide Needs Assessment survey and played an active role in the Mayor’s Fourth of July parades. He has chaired various committees including serving as Second Vice Chair of the Alameda County Human Relations Commission, Vice President of City of Alameda Social Service and Human Relations Board, and Chair of Alamedans Together Against Hate (ATAH). He also founded the Alameda Sister City Association (ASCA) and the Alameda Asian Pacific Festival. He was also one of the Directors of Alameda County Healthy Homes Joint Powers Authority and the alternate Commissioner to Alameda County Transportation Commission. As a Doctor of Chiropractic, Dr. Chen has been in active practice since 1987. He specializes in disability evaluation of musculoskeletal conditions and he is also a Certified Medical Examiner for U.S. Department of Transportation. Having a rich and diverse background means Dr. Chen is fortunate to be fluent in many different languages, such as: Mandarin , Cantonese, Taiwanese, and Tagalog.
David Sayen

David Sayen is the former Regional Administrator at the federal Centers for Medicare and Medicaid services. As an independent consultant, he advises investors and clients on government contracting, compliance, business development, and strategy. He has deep
leadership expertise, as a former member of the Federal Senior Executive Service, a graduate of the Federal Executive Institute, and a fellow of the Council on Excellence in Government. He also has extensive public affairs experience, developing and executing campaigns related to
public health, health insurance and access to health services. In addition to his role as a Board Member at the AHCD, David is also a Trustee of the Alameda (County) Heath System. David also serves on the corporate board of OnLok, the first and most respected PACE (Program of All Inclusive Care for the Elderly) provider of health services to seniors.
David has been a professional musician since his high school days, working his way through college playing the bass fiddle and guitar for theatre, churches, dances and private events. While his first love is jazz, he has worked with every kind of group from the Zima Eastern European Ensemble to the WPEN Big Band. Currently he manages and performs in the bay area with Spill the Wine, a popular dance group, and the Alameda Jazz Collective.
Debi Stebbins

Email DebiDebi Stebbins has been a health care executive and consultant in the Bay Area for over 40 years. She assumed the position of the Executive Director of the City of Alameda Health Care District in 2018, with her primary responsibilities being oversight of the Alameda Health System’s responsibility for bringing Alameda Hospital into compliance with SB 90 seismic requirements for acute care hospitals. In addition, she is working with the District Board of Directors on formulating a plan to bring the Hospital into compliance with 2030 seismic standards. Mrs. Stebbins served as CEO of Alameda Hospital for seven years and helped negotiate the affiliation Joint Powers Agreement with Alameda Health System in 2014. Previously she was CEO of Seton Medical Center in Daly City, COO of the Bay Area Region of Catholic Health Care West (now Dignity Health) and Executive Vice President of the Masonic Homes of California. Debi is a native San Franciscan. She has a BA in Political Science from Stanford University and Master of Public Health from UC – Berkeley. She is a Fellow of the American College of Health Care Executives.
